Tino Rossi is a strategist, communicator, and coalition builder with a deep understanding of public affairs and political consulting. As Vice President of Swing Strategies, he specializes in shaping high-impact campaigns, helping Fortune 100 companies, advocacy organizations, and business coalitions navigate the complexities of public opinion and policy. Over the past decade, he has built a reputation as a trusted advisor in the world of ballot measures, independent expenditures, and stakeholder engagement.
Throughout his career, Tino has been at the forefront of some of California’s most consequential statewide campaigns. He has served as a senior strategist and statewide coalition director for eight successful ballot measure efforts, including Propositions 10 and 11 in 2018, Propositions 15 and 21 in 2020, Proposition 26 in 2022, and Propositions 33, 35, and 36 in 2024. Whether managing coalition-building efforts or developing messaging that moves public opinion, his expertise has helped shape the outcomes of major policy fights across the state.
Beyond the ballot box, Tino has worked closely with some of California’s most recognizable brands, most of them Fortune 100 companies, guiding them through the intricacies of public relations and public affairs. He understands that influencing public perception requires more than just a strong message – it demands a thoughtful strategy, backed by research and executed through paid media, grassroots engagement, and direct stakeholder lobbying. His ability to craft compelling narratives and mobilize support has been a key driver of success for the campaigns and corporate clients he advises.
In addition to his work in public affairs, Tino has played a critical role in coordinating tens of millions of dollars in independent expenditures, working with the business community to elect pro-business candidates across California. He was instrumental in the development and funding of major independent expenditure efforts, including the California Alliance of Family Owned Businesses (CAFOB) and the Los Angeles County Deserves Better PAC, both of which have reshaped the political landscape for business advocacy in the state.
At the heart of Tino’s work is a passion for coalition building. He has worked with a diverse array of stakeholders – from social justice and business leaders to faith organizations, healthcare advocates, public safety officials, veterans, taxpayers, animal rights activists, and local government representatives – to build coalitions that move public opinion and drive policy change. He believes that the most effective campaigns are built on partnerships and shared interests, bringing people together to achieve meaningful outcomes.
A Bakersfield native, Tino was born and raised in California’s Central Valley and remains deeply connected to the region. He attended California State University, Fresno, where he now serves on the President’s Council, helping to support the next generation of leaders. Outside of work, he lives in Sacramento with his wife, Lauren, their identical twin boys, Lucca and Leo, and their two very different cats – Peki, a hairless Sphynx, and Polly, a much furrier feline.
